About the role
Role Overview
VP, Chief of Solution Strategy, Deputy CIO at eSimplicity. This senior leadership role combines two functions: acting as the CIO’s deputy (absorbing operational weight and representing the CIO in cross-functional decisions) and owning solution strategy enterprise-wide across all business units.
Responsibilities
- Serve as CIO’s Deputy: represent the technology organization in leadership discussions, stakeholder engagements, and cross-functional decision-making with authority to act on the CIO’s behalf.
- Own solution strategy across all business units by:
- developing strategic technical approaches and innovation roadmaps
- leveraging domain knowledge while building expertise in mission areas where gaps exist
- Lead strategy initiatives collaboratively with the CIO and BD/Program teams and independently when needed.
- Be a strategist (not an architect): participate in solution development without owning architectural design.
- People leadership across multiple teams:
- lead and develop staff via direct reports and dotted-line collaboration
- run regular 1:1s, career development conversations, and performance management
- drive hiring, onboarding, mentoring, and retention
- Translate the CIO’s vision into execution: create actionable plans, priorities, and execution roadmaps for the technology organization.
- Operational/process leadership: establish and refine operational cadences, decision frameworks, and communication rhythms to keep teams aligned and unblocked.
- Drive solution-oriented thinking to ensure strategies meet mission needs and support competitive differentiation and growth.
Requirements / Qualifications
- Senior leader who can develop strategy for complex mission environments (e.g., data integration, claims analytics/policy development, modernization of citizen-facing services).
- Strong ability to lead operationally while setting strategic direction.
- Ability to communicate a compelling technical direction to engineers, executives, and agency stakeholders.
Nice-to-Haves
- Experience across federal mission domains such as health IT, defense, or intelligence.
- Demonstrated success building and scaling strategy and technology organizations through continuous improvement and accountability.
