About the role

Role Overview

GovCIO is hiring a Technical Lead (Remote) to join a hands-on leadership team building a secure, event-driven digital submission and processing platform for a federal agency customer. This role is fully remote and requires the ability to obtain and maintain a Public Trust clearance.

What You’ll Do

Technical leadership (day-to-day)

  • Serve as the day-to-day technical authority: direction, unblocking, and decision-making.
  • Establish and drive engineering culture (code quality, review practices, documentation, team communication).
  • Own architecture decisions in partnership with senior leadership by documenting tradeoffs, building consensus, and driving resolution.
  • Mentor engineers across experience levels and invest in individual growth.
  • Co-run technical ceremonies such as sprint planning, backlog refinement, architecture reviews, and retrospectives.
  • Translate product/business requirements into clear technical plans the team can execute.
  • Proactively surface technical debt, risks, and blockers before they become incidents.
  • Partner with Technical Director, Product/PM, and operations stakeholders as the engineering team’s primary technical voice.

Individual contributor responsibilities

  • Design, implement, and review full-stack features across TypeScript/Node.js backend services and React frontend.
  • Build and evolve event-driven pipelines, task orchestration, and asynchronous workflows.
  • Lead integrations with AI/ML and OCR-based document processing partners (define contracts; ensure reliability across system boundaries).
  • Modernize AWS infrastructure for current-generation services using containers and infrastructure-as-code.
  • Own and improve CI/CD for reliability, deployment velocity, and observability.
  • Enforce security, authentication, and authorization patterns suitable for regulated environments.
  • Diagnose and remediate production issues (performance bottlenecks, data integrity, deployment failures).

Required Qualifications

  • Bachelor’s degree and 12+ years of full-stack engineering experience in production systems (or equivalent experience).
  • Demonstrated experience leading engineering with clear ownership of team outcomes.
  • Strong TypeScript/Node.js backend experience.
  • Solid React (or equivalent modern frontend framework) experience.
  • Proven experience designing event-driven/workflow-oriented architectures.
  • Strong PostgreSQL skills (schema design, transactional workflows, migrations).
  • Hands-on AWS experience: EC2, ECS/ECR/EKS, S3, IAM, SSM.
  • Experience owning/improving CI/CD pipelines (e.g., GitHub Actions or equivalent).
  • Comfortable operating in regulated/high-assurance environments (government/finance/healthcare).

Preferred Qualifications

  • Experience integrating with AI/ML APIs and OCR/document intelligence platforms.
  • Familiarity with AWS container/serverless patterns (e.g., ECS Fargate, Lambda, Step Functions).
  • Infrastructure-as-code experience (e.g., Terraform, CDK).
  • Keycloak (or comparable identity/auth) experience.
