Role Overview

Technical Delivery Manager (TDM) with JIVA

• Location/Time: Remote, EST work hours
• Duration: 8 months
• Acts as the single point of accountability for technical delivery for assigned projects/initiatives.

Responsibilities

• Own and drive delivery of all technical components for assigned initiatives.
• Serve as the primary escalation point for technical risks, issues, and delivery blockers.
• Ensure solutions are integrated, stable, secure, and production ready.

Cross-Functional Coordination

• Coordinate technical delivery across internal teams such as:
  • application development
  • infrastructure
  • data
  • quality assurance
  • operations
• Coordinate delivery activities with third-party vendors/external partners as needed.
• Identify and manage cross-team dependencies and integration points.

Planning and Execution

• Create and maintain technical delivery plans, milestones, timelines, and dependencies.
• Track progress against the plan.
• Proactively identify and drive resolution of delivery risks/issues.
• Manage delivery timelines and resource utilization.

Solution & Architecture Alignment

• Participate in solution design and technical architecture discussions as required.
• Translate approved designs/requirements into actionable delivery plans.
• Ensure alignment with enterprise architecture, security requirements, and operational readiness criteria.

Governance & Reporting

• Provide concise and regular technical status, risk, and issue reporting.
• Represent technical delivery interests in project forums and working sessions.
• Produce and maintain technical delivery documentation/artifacts.

Release & Production Readiness

• Support change management, release management, and service transition activities.
• Partner with operations teams during go-live and stabilization.
• Ensure orderly transition/handoff from project delivery to production support.

Deliverables

• Technical delivery plans and schedules
• Risk/issue/dependency tracking artifacts
• Technical status and readiness reports
• Release/production readiness documentation
• Transition and handoff documentation to operational support teams

Requirements

• Prior experience with JIVA
• Experience delivering integration and system implementation projects
• Experience with SQL, SSIS, and/or .NET
• Demonstrated experience delivering complex IT initiatives in a technical delivery / technical program role
• Strong understanding of application systems, infrastructure, and system integration
• Experience coordinating delivery across multiple teams and vendors
• Strong issue management, escalation, and problem-solving skills
• Effective communication with both technical and non-technical stakeholders
• Ability to work independently and deliver outcomes in a contracted role

Preferred Qualifications

• Experience in healthcare and/or regulated environments
• Knowledge of Population Health Management within Managed Care Organizations
• Experience supporting large projects with aggressive timelines
