Technical Delivery Manager

Role Overview

As a Technical Delivery Manager at Commence, you will deliver technical projects across engineering, product, data, and operations teams. This role is hands-on and delivery-focused: you own projects end-to-end for outcomes, not just status updates, and collaborate deeply with engineers to shape solutions.

Responsibilities

• Own the planning, coordination, and delivery of technical projects.
• Partner with engineering leads, product managers, and domain experts to translate requirements into:
  • delivery milestones
  • project plans
  • measurable outcomes
• Drive end-to-end technical project management:
  • scope definition
  • scheduling
  • dependency management
  • risk mitigation
  • stakeholder communication
• Maintain project tracking and sprint alignment with stakeholder visibility while minimizing overhead.
• Identify and manage dependencies across:
  • software development
  • data engineering
  • infrastructure
  • client delivery teams
• Support teams building cloud-native platforms, APIs, and healthcare data solutions.
• Participate in technical discussions with enough depth to add value.
• Evaluate and challenge technical approaches; verify estimates and designs, and surface overlooked risk.
• Facilitate project reviews, design discussions, and decision forums to remove blockers and keep alignment.
• Continuously improve delivery processes, tooling, and documentation so each project ends better than it started.

Requirements

• Bachelor’s degree in CS/Engineering/IS or related field, or equivalent practical experience.
• 3–6 years experience in technical project management or software delivery, with hands-on engineering/development/solution architecture background.
• Solid understanding of modern software development, including:
  • cloud-native architectures
  • microservices
  • APIs
  • distributed systems
• Working experience with engineering stacks such as .NET, Java, React, Python, or JavaScript frameworks.
• Enough technical depth to follow conversations and ask the right questions.
• Ability to coordinate cross-functional teams and manage competing priorities.
• Strong communication skills for both technical and non-technical audiences.
• Agile delivery experience with tools such as Jira and Confluence.

Nice to Have

• Experience with Federal Government, defense, or large enterprise environments.
• Healthcare and regulated domain experience, including FHIR, HL7, and claims data.
