About the role
Role Overview
GovCIO is hiring a SQA Test Manager (Remote) to lead testing strategy, planning, and execution across a portfolio of healthcare systems. You will ensure solutions meet clinical, operational, and technical requirements, including compliance with healthcare data privacy and interoperability standards (e.g., HIPAA). The position is fully remote in the US with core hours Mon–Fri, 8 AM–5 PM ET.
Responsibilities
- Lead and manage a team of SQA testers supporting the product line.
- Own and manage the overall test strategy and test plans, including developing/tracking compliance metrics.
- Coordinate functional, regression, UAT, and IOC testing.
- Plan test events, create test plans and test scripts, and manage execution based on project schedules and risk.
- Track defects/bugs (including using a defect database) and ensure critical issues are resolved prior to release.
- Monitor testing status, risks, and quality metrics; report to leadership.
- Collaborate with developers, end users, business partners, release managers, product owners, and project managers to ensure quality across the SDLC.
- Raise risks/issues identified during planning and support creation of automated test plans for impacted products as needed.
Requirements
- Master’s degree with 10 years (or equivalent) experience managing test events per approved test plans, procedures, and scripts.
- Experience ensuring test environments are set up correctly with required test data.
- Ability to create and track testing metrics.
- Experience working in SAFe/Agile environments.
- Experience with Jira and GitHub (or similar ALM tools).
- Experience with IT products and systems (e.g., operating systems, software, networks, specialized environments).
- Experience writing/assisting with test plans and test procedures.
- Testing experience with GUI applications and healthcare-relevant systems/standards, including Section 508 and VistA and web-based programs.
- Proficient with MS Office and tools such as SharePoint and Teams.
- Strong communication, attention to detail, customer service, and problem-solving skills.
- Ability to work independently, manage time, and research complex issues.
Preferred
- Experience with the Department of Veterans’ Affairs (VA).
- Proficiency with MS Office (Word, Excel, PowerPoint, Visio).
Clearance
- Ability to obtain/maintain Public Trust/Suitability clearance for the VA.
