About the role

Role Overview

Aretum is seeking a Software Team Manager to support a large-scale federal technology modernization program. You will be embedded full-time within a single Agile Scrum team, serving as the technical lead for developers, frontend engineers, and testers. This is a hands-on technical leadership role (not a purely managerial position), including code work, design discussions, peer reviews, and production support.

Responsibilities

  • Act as technical lead for one Agile Scrum team, providing day-to-day technical direction.
  • Perform functional systems analysis and provide design, integration, and implementation guidance for moderately complex problems.
  • Translate requirements/design specs from the federal Product Owner and Business Analysts into well-formed technical work; ensure stories are technically sound before sprint commitment.
  • Make architecture-level decisions within the team’s scope; escalate broader program questions to the Solutions Architect (and Cloud Architect for cross-team topics).
  • Drive code quality by enforcing peer code review discipline.
  • Own and enforce the team’s Definition of Done, including code review, testing, security scans, accessibility validation, and documentation.
  • Maintain quality metrics, including:
    • Test coverage targets (minimum 90%, with branch coverage enabled)
    • SonarQube quality gate compliance (Bugs, Code Smells, Vulnerabilities)
  • Support GitLab CI/CD pipelines (build/test/scan/deploy) and ensure deployments are fully automated.
  • Partner with the Scrum Master and Business Analyst on roadmap maintenance for the team’s Epic area, including technical level-of-effort estimates, resourcing inputs, and milestone reprioritization.
  • Participate in SAFe ceremonies (Sprint Planning, Daily Standup, Sprint Review, Retrospective, Backlog Refinement) and bring technical input to estimation, dependencies, and acceptance.
  • Support PI Planning preparation by ensuring features are technically ready (partial text provided).

Requirements

  • Public Trust eligibility required.
  • Ability to work in a federal environment and comply with safeguarding/compliance requirements; may handle Controlled Unclassified Information (CUI).
  • Experience leading technical delivery within an Agile Scrum / SAFe environment.
  • Strong technical expertise to guide developers and frontend engineers and ensure technical soundness of backlog items.

Nice-to-haves (implied by described expectations)

  • Familiarity with security reviews and supporting change management via the federal change advisory process.
  • Experience meeting engineering quality standards such as accessibility validation, automated pipelines, test coverage, and SonarQube gates.
