Service Delivery Manager

Role Overview

GovCIO is hiring a Service Delivery Manager for its Health and Civilian team. The role leads enterprise IT operations and infrastructure programs supporting federal government agencies, including mission-critical environments. This position is fully remote.

Responsibilities

• Lead programs from inception through completion, ensuring cost, schedule, and technical performance.
• Participate in contract negotiations and contract changes.
• Coordinate proposal and planning activities, including:
  • proposals, business plans
  • work statements and specifications
  • operating budgets and contract financial terms
• Serve as the primary customer contact, leading program reviews to align on cost, schedule, and technical performance.
• Establish milestones, monitor master plans and schedules, identify issues, and drive resolutions (e.g., resource allocation or contractual specification changes).
• Direct employees across technical, manufacturing, and administrative functions assigned to the program.
• Manage one or more programs of size and complexity, which may include supervising personnel and operating/field office responsibilities.
• Develop staffing plans (skill/labor mix) and support contract operations; may include recruiting, interviewing, and hiring.
• Monitor contract/subcontract/funding and provide forecasts of program financial performance.
• Drive follow-on business and support new business development by leading major proposals (directly or via subordinate managers).

Requirements

• 12+ years of experience (Bachelor’s with 12+ years, or commensurate experience).
• Experience managing IT operations.
• Ability to lead and mentor technical staff.

Security / Clearance

• EOD clearance required.

Nice-to-Haves

• Experience supporting federal government IT operations and infrastructure programs (implied by mission-critical federal agency support).
