About the role
Role Overview
ICF is seeking a Senior Scrum Master for its Health Engineering Systems (HES) team. You will drive Agile execution using SAFe, facilitate Scrum ceremonies, and partner closely with Product Owners and RTE/Delivery leads to help teams deliver high-quality product outcomes for a mission-critical Medicaid software program.
Responsibilities
- Apply Scaled Agile Framework (SAFe) and collaborate with the Release Train Engineer (RTE), Product Owners, Scrum teams, and stakeholders.
- Guide teams to deliver high-quality products and improve team efficiency through continuous improvement.
- Identify, escalate, and help remove impediments affecting team progress.
- Track and monitor delivery performance metrics (e.g., velocity, burn-down charts) and report on outcomes.
- Provide regular reporting on team performance, risks, and successes/failures to program leadership.
- Facilitate PI Planning and working sessions to align scope, schedule, and requirements with Product Owners.
- Support Product Owners with prioritization, risk management, and scope.
- Manage product quality, releases, and delivery.
- Maintain lightweight, living planning artifacts such as an Agile Product Roadmap.
- Run Scrum ceremonies: Sprint Planning, Daily Scrum, Sprint Review, Sprint Retrospective.
Requirements
- Bachelor’s degree.
- 6+ years experience as a Scrum Master, Product Owner, or Product Manager for a software development team.
- Ability to obtain and maintain a public trust clearance.
- Must reside in the US, be authorized to work in the US, and perform work in the US (and must have lived in the US for 3 full years out of the last 5 years).
Preferred Qualifications
- Bachelor’s degree in Computer Science or similar; Master’s preferred.
- Hands-on experience leading multiple Scrum teams across varied contexts (team sizes, organizations, cultures, co-located vs. distributed).
- Ongoing Scrum education (training, conferences, user groups, self-study).
- SAFe experience and Scrum Master certifications (PSM I or CSM) preferred.
- Knowledge of other Agile methodologies such as Kanban.
- Agile techniques exposure: User Stories, TDD, BDD, Continuous Integration/Testing/Delivery, Automated Testing.
- Experience with Jira, Confluence, and Atlassian suite; using Jira Agile performance metrics.
- Knowledge of Human-Centered Design for digital services.
