About the role
Role Overview
Senior Program Manager to support the ATLAS / MOSSAIC program. The position is remote, with a preference for candidates based in Colorado Springs, Albuquerque, or Washington DC. You will lead technical program execution across multiple workstreams, personnel teams, and finance requirements supporting agile development and mission-focused capabilities.
What You’ll Do
- Act as the primary point of contact for government customers and/or prime contractors, leading program execution and communications across all phases.
- Own and manage the Integrated Master Schedule (IMS) (development, maintenance, execution of schedule baselines) and ensure alignment across teams, subcontractors, and customer milestones.
- Develop, maintain, and control the Work Breakdown Structure (WBS) and program baselines, ensuring traceability between scope, schedule, cost, and deliverables.
- Manage end-to-end program execution from PWS baseline through task order delivery, meeting cost, schedule, technical, and quality objectives.
- Oversee Agile planning and execution: sprint planning, backlog prioritization, increment planning, and integration with IMS milestones.
- Coordinate program controls: cost forecasting, schedule performance tracking, earned value (as applicable), risk/opportunity management, and change control; partner with Contracts, Finance, and Security.
- Ensure compliance with program and contractual requirements, including milestone reviews, systems engineering processes, cybersecurity (e.g., RMF), and configuration/change management and data deliverables.
- Forecast customer needs, derive requirements, and develop/coordinate task order execution plans aligned to priorities and funding profiles.
- Support pre-RFP / pre-award capture (as needed): solution shaping, technical strategy, ROM inputs, basis of estimate support, risk identification, transition planning, and proposal execution.
- Direct and integrate work across multiple technical domains (e.g., development, modeling, systems engineering, cloud infrastructure, ops).
- Identify, assess, and manage technical/schedule/programmatic risks; provide data-driven recommendations and early warning indicators.
- Drive collaboration with stakeholders via demonstrations, planning sessions, and reviews.
- Oversee staffing, resource allocation, risk management, and performance tracking across workstreams.
- Provide regular progress reporting: status briefings, milestone documentation, and deliverable submissions.
- Champion disciplined program management practices, transparency, accountability, and continuous improvement.
What the Team Requires
- U.S. citizenship and Active Top Secret (TS) clearance with SCI and SAP eligibility.
- Bachelor’s degree in engineering, computer science, business management, or related field.
- 7+ years managing complex $10M+, multi-year DoD/federal programs involving software development, solution delivery, or system integration.
- Demonstrated experience managing programs involving space or satellite ground systems (e.g., mission management, telemetry/data processing, or space weather monitoring).
- Strong knowledge of ground system architecture, including data ingest pipelines and cloud-based operations.
