Role: Senior Delivery Manager

The Senior Delivery Manager helps govern delivery toward continuous outcomes in cross-functional pod teams that partner directly with agencies.

What you’ll do

Establish productive, sustainable team tempo by running sprint planning, standups, reviews, and retrospectives.
Track work without bureaucracy by creating boards and dashboards for workflow and progress.
Remove delivery blockers by navigating organizational, contractual, and technical obstacles; recommend solutions and document issues.
Manage dependencies across teams, vendors, and agency stakeholders.
Identify delivery risks early and act on external dependencies.
Support procurement for continuous delivery using Statements of Objectives (SOOs), Time & Materials with caps, and evaluation criteria focused on working software.
Manage multiple vendor contracts (3–5), tracking performance and holding vendors accountable to outcomes.
Transition from waterfall contracts by applying strategies to move toward continuous delivery.
Adapt delivery cadence across the service lifecycle (discovery/alpha through live service and continuous improvement).
Simplify processes that no longer serve the team.
Communicate delivery status in outcome-focused language to OIT and agency leadership.
Monitor capacity and alert pod leadership when delivery capacity is exceeded.
Conduct contract performance reviews (including as described in the role).

Requirements / qualifications

Experience leading delivery with an emphasis on continuous outcomes rather than status reporting.
Ability to run delivery ceremonies (sprint planning, standups, reviews, retrospectives) and maintain team momentum.
Proven capability to remove blockers across organizational, contractual, and technical constraints.
Strong vendor/contract performance management experience, including outcome-based accountability.
Experience working through continuous delivery approaches and transitioning from waterfall-style contracting.

Nice-to-haves

Familiarity with procurement structures and evaluation approaches such as SOOs and outcome-based criteria.
Experience translating delivery progress into leadership-ready, outcomes-focused communication.
