About the role

Role Overview

The State of Colorado is seeking a Senior Delivery Manager to help build next-generation public services. You will govern delivery toward continuous outcomes—maintaining team momentum, removing blockers, and ensuring work flows effectively. While a Senior Product Manager decides what to build, this role owns how the team delivers.

Responsibilities

Establish a productive, sustainable team tempo by running sprint planning, standups, reviews, and retrospectives.
Create boards and dashboards to track workflow and progress with minimal bureaucracy.
Actively remove blockers by navigating organizational, contractual, and technical obstacles; recommend solutions and document issues.
Track and communicate dependencies across teams, vendors, and agency stakeholders.
Identify delivery risks and external dependencies early and take action.
Structure procurements for continuous delivery using:
- Statements of Objectives (SOOs)
- Time & Materials (with caps)
- Evaluation criteria focused on working software
Manage 3–5 active vendor contracts at a time, holding vendors accountable to outcomes.
Triage and transition inherited waterfall contracts toward continuous delivery approaches.
Adapt delivery cadence across the service life cycle (discovery/alpha through live service and continuous improvement).
Review and simplify processes that no longer serve the team.
Translate delivery status into meaningful, outcome-based language for OIT and agency leadership (beyond activity/status reporting).
Review delivery operations to detect when capacity is exceeded and communicate clearly to the pod leader.

Requirements

Ability to maintain delivery momentum in the face of ambiguity and organizational friction.
Experience governing delivery practices (e.g., sprint ceremonies, dependency/risk tracking, blocker removal) rather than only reporting status.
Demonstrated ability to manage vendor performance and accountability toward outcomes.
Knowledge of procurement/contract structures that support continuous delivery.

Nice-to-Haves

Experience transitioning from waterfall contracting to continuous delivery.
Experience operating across discovery through live service and continuous improvement.
