About the role

Role Overview

Scrum Master for the MSHA MSIS/MCAS modernization program, supporting Agile software development for qualification/certification and related systems.

Responsibilities

Facilitate Agile software-development processes across one or more modernization teams
Lead Scrum ceremonies: sprint planning, daily Scrum, backlog refinement, sprint reviews, and sprint retrospectives
Coordinate biweekly sprint-planning and backlog-grooming activities as directed by the Government
Partner with product owners, business analysts, technical leads, developers, testers, security personnel, and project-management stakeholders
Support backlog and roadmap work:
- Maintain and refine the product backlog
- Help develop and maintain Agile story map and product roadmap
- Ensure user stories have clear descriptions, acceptance criteria, estimates, dependencies, and traceability
- Maintain backlog readiness for future sprints
Facilitate planning and delivery tracking:
- Estimate epics/features/stories/tasks using Government conventions
- Support sprint-capacity planning and selection of work aligned to capacity
- Track planned vs completed work and metrics such as velocity, throughput, defects, carryover, blockers, and delivery trends
Promote transparency and governance through tools and artifacts:
- Maintain accurate Jira information and consistent use of required fields/statuses
- Maintain traceability across roadmaps, epics, features, stories, tasks, defects, test cases, releases, and documentation
Remove impediments and improve execution:
- Identify and facilitate removal of impediments impacting development, testing, accessibility, security, release, or stakeholder decisions
- Facilitate communication between Government stakeholders and contractor delivery personnel
- Support technical/functional clarification before items enter a sprint
- Ensure acceptance criteria are understood before development begins
Support continuous improvement and delivery:
- Encourage collaboration and coach teams/stakeholders on Agile principles
- Protect the team from avoidable disruption while maintaining delivery alignment to objectives
- Support release planning and transition activities (onboarding, orientation, knowledge transfer)
- Provide Agile delivery metrics, status, risk indicators, and forecasts

Requirements

At least 3 years of experience leading Agile development processes and enabling successful implementation of Agile principles and practices within software development teams

Nice to Have

Experience supporting modernization programs with extensive cross-functional coordination (security, testing, accessibility, release planning) and strong backlog/traceability practices
