About the role

Role Overview

GovCIO is hiring a Scrum Master / Business Analyst (hybrid role) to support the EPA Office of Information Technology (OIT) contract needs. The work focuses on sunsetting a legacy application, maintaining archives, and developing/enhancing low-code applications on platforms such as Microsoft PowerApps and SharePoint. This role is fully remote within the United States.

Responsibilities

  • Elicit and gather business and user requirements from stakeholders and translate them into stories with appropriate acceptance criteria.
  • Conduct requirements elicitation to develop and improve client requirements and business processes.
  • Create and maintain business documentation and dissemination materials for business and technical stakeholders.
  • Draft change requests and defect documentation for use by Dev and Test teams.
  • Produce supporting artifacts as needed (e.g., wireframes, design flows, UI).
  • Support integration of business and system requirements and collaborate with Scrum Team, designers, and developers.
  • Manage the product backlog grooming based on product owner prioritization.
  • Ensure stakeholders are represented across planning, development, and release processes.
  • Consult subject matter experts and technical resources for feasibility of requests and solutions.
  • Facilitate Scrum ceremonies and lead Scrum execution:
    • release/sprint planning, daily stand-ups, sprint demos, retrospectives, story grooming, and related meetings
  • Track and communicate velocity and sprint/release progress to stakeholders and management; help the team make commitments.
  • Facilitate conflict resolution and continuous improvement.
  • Maintain Agile tracking in Jira Agile (and related systems) to provide transparency on product and sprint backlogs.
  • Regulate change processes to ensure only approved and validated changes are incorporated.
  • Support or perform QA/Test activities to verify baselines are met.

Qualifications

  • 5+ years of experience (12+ years with bachelor’s or commensurate experience).
  • Experience as a Scrum Master.
  • Certified SAFe Agilist.
  • Strong facilitation skills and ability to resolve conflicts.
  • Experience with Agile project management tools (e.g., Jira, ServiceNow).
  • Excellent communication (verbal, written, interpersonal) and strong time management.
  • Must be able to thrive in a fast-paced, cross-group environment.

Preferred Qualifications

  • Experience working with and supporting government clients.
  • Ability to support incremental low-code application development.

Clearance / Eligibility

  • US Citizenship required to obtain and maintain an EPA Public Trust.

Compensation

  • USD $115,000 - $158,000 per year
