Scrum Master

Role Overview

Concept Plus is seeking an experienced Scrum Master to facilitate Agile Scrum delivery for one or more Integrated Teams. The work supports common services for Oracle eBusiness applications hosted on Oracle Cloud Infrastructure (OCI), aligned to the Government’s Agile strategy and DevSecOps practices.

Responsibilities

• Organize, direct, and coordinate development and sustainment planning and production activities for one or more Integrated Teams.
• Facilitate core Scrum ceremonies: sprint planning, daily standups, sprint reviews, sprint retrospectives, and backlog refinement.
• Partner with Government Product Owners (POs) to maintain and prioritize the product backlog, remove blockers, and communicate progress.
• Manage day-to-day team operations across on-site and remote personnel; coordinate cross-team dependencies and scheduling conflicts.
• Ensure deliverables and performance goals are met on time; support program planning, reporting, and the Integrated Master Schedule (IMS).
• Ensure participation in Government-directed meetings, governance reviews, and reporting; support change management and transparency through strategic communications.
• Capture, track, and resolve issues and action items; maintain documentation on Government collaboration sites.
• Interface with Government stakeholders (Product Owners, System Engineers, Test Authorities) to align sprint execution to program objectives.
• Participate in Scrum-of-Scrums (or equivalent) for cross-team coordination.
• Support velocity/sprint metrics tracking and contribute to status reports and program reviews.
• Drive continuous improvement via retrospective-driven process refinement.

Requirements

• Familiarity with quality management best practices and DoD IT / cybersecurity requirements.
• Ability to facilitate Agile Scrum and ensure teams execute effectively using Agile Scrum methodology.
• Experience coordinating teams across on-site and remote personnel.
• Ability to work closely with Product Owners to manage backlog, remove roadblocks, and maintain transparency.
