Role Overview
Human Resources Director for a partner organization in the public-sector environment. This executive HR leadership role will shape workforce strategy and organizational effectiveness, serving as a trusted advisor to senior leaders while driving enterprise-wide HR operations, policy implementation, and organizational change.
Responsibilities
- Lead the development and execution of HR strategies aligned with organizational goals and long-term workforce priorities.
- Advise executives and managers on workforce planning, employee relations, HR policies, and organizational effectiveness.
- Oversee enterprise HR operations, including HR service delivery, compliance initiatives, and policy implementation.
- Manage HR support services for multiple partner agencies, ensuring consistent, customer-focused, compliant practices.
- Represent the organization in labor relations, including negotiations, hearings, arbitrations, and complex employee matters.
- Conduct workforce, organizational, and staffing analyses to inform strategic planning and resourcing.
- Build relationships with unions and internal stakeholders to address workforce challenges.
- Lead a culture of inclusion, accountability, collaboration, and continuous improvement within the HR function.
Requirements
- Strategic, people-focused HR leader with extensive experience managing complex HR functions and advising executives.
- Minimum 5+ years of management experience, or 2 years management experience + a bachelor’s degree in a related field.
- Background in HR, business administration, public administration, organizational leadership, or related discipline.
- Proven experience leading organizational change and delivering measurable improvements.
- Strong ability to translate priorities into action and provide data-driven recommendations.
- Experience across key HR areas: talent acquisition, performance management, investigations, classification, and compensation.
- Knowledge of employment laws/regulations, HR policies, and collective bargaining agreements.
- Experience handling complex employee relations: grievances, investigations, and arbitration processes.
- Demonstrated ability to support labor strategy and contribute to collective bargaining.
- Strong leadership, communication, collaboration, and stakeholder management skills.
- Commitment to DEI and improving the employee experience.
