About the role
Role Overview
Finance Manager oversees ACAP’s fiscal health, including bookkeeping, budgeting, forecasting, and grant compliance for the business accelerator and the Farmer Funding Program (including BAAR). The role reports directly to the CEO to support audit readiness, grant compliance, and board reporting.
Responsibilities
Financial Management
- Oversee bookkeeping, payroll, invoicing, contracts, and payment disbursements/reimbursements
- Maintain detailed, up-to-date financial records in QuickBooks
- Manage accounts receivable/payable and ensure audit compliance
- Direct organizational budgets and monitor daily cash flow
- Partner with the COO to ensure project expenditures are properly recorded and reported in line with GAAP
- Formalize processes for accounts payable, expense reconciliation, bank reconciliations, and credit card statement reconciliation
- Support long-term financial planning with the fundraising team
- Reconcile financial records with the program database in coordination with the CDO
Federal & Grant Compliance
- Support execution of grants and private funding while ensuring compliance with grantor requirements (including USDA and Appalachian Regional Commission)
- Ensure compliance with OMB Uniform Guidance (2 CFR 200) (allowability, allocability, and reasonableness of costs)
- Coordinate with the COO on grant financial requirements, including managing transition from a current contract accountant and producing compliance reports for CEO review
- Enforce internal controls and ensure financial operations comply with local, state, and federal regulations
- Maintain documentation and internal controls for federal monitoring and audits
Financial Reporting
- Prepare financial statements, business activity reports, and forecasts for executive meetings
- Support semi-annual and quarterly reporting on grant expenditures, cost-share amounts/sources, and supporting documentation (CEO final review)
- Provide documentation for the annual external audit
- Work with CEO and COO to develop the annual budget and five-year projections for Board approval (continuation truncated)
Requirements & Nice-to-Haves
- Strong expertise supporting federal grant financial operations and audit readiness
- Ability to ensure compliance with GAAP and OMB Uniform Guidance (2 CFR 200)
- QuickBooks experience managing detailed ledgers and AR/AP
- Bonus (not required): experience in social enterprise, business accelerators, and/or impact investing / blended capital models relevant to farmer funding and capital strategy
Reporting / Collaboration
- Reports directly to the CEO; CEO reviews all financial reports and materials
- Works closely day-to-day with COO, Executive Assistant, and program team on budgets, disbursements, and program financial needs
