Director of Engineering Operations

Role Overview

Director of Engineering Operations for DHCS (Department of Healthcare Services) — Behavioral Health Transformation (BHT).

You will lead engineering operations for a large, multi-year, high-stakes modernization program involving 250+ people, complex vendor ecosystems, and multiple cross-functional stakeholders. The work directly supports behavioral health transformation across California.

Impact / Responsibilities

• Lead engineering execution at scale across a large multi-team environment, ensuring delivery of work with quality, speed, and alignment to strategic goals.
• Act as a senior operational authority across engineering and product delivery; challenge assumptions and validate delivery claims.
• Serve as accountability partner for internal teams and vendors against clear expectations.
• Review and validate Statements of Work (SOWs), work authorizations, invoices, and delivery artifacts for accuracy and alignment with real outcomes.
• Assess whether deliverables meet expectations for technical quality, completeness, maintainability, operational readiness, and product intent.
• Identify execution risks, technical gaps, coordination breakdowns, and dependency issues early—before they become failures.
• Step in when quality, execution, or accountability falls short.

Requirements

• Experienced technology leader with deep technical judgment and the ability to operate in complex, high-stakes delivery environments.
• Ability to lead and keep large teams aligned to strategic goals and intended outcomes.
• Strong capability to validate delivery against technical and operational expectations (quality, maintainability, readiness).
• Proven ability to hold vendors and teams accountable for outcomes.

Nice-to-haves

• Experience supporting government or public-sector technology modernization.
• Familiarity with agile methodologies, continuous improvement, and modern transformation practices (including AI where applicable).

Logistics

• Remote role, with meetings in the Sacramento area several times a year.
• Work business hours Monday–Friday, Pacific Time.
• Full-Time Consultant engagement with Speridian (W2 employee of Speridian or 1099/IC for Speridian).
