Director IT Portfolio & Program Delivery - Regulatory & Strategic Programs

Role Overview

The Director of IT Portfolio & Program Delivery is a senior leadership role responsible for strategic oversight, governance, and successful delivery of a large portfolio of technology initiatives. You will lead multiple complex programs spanning business units and technology organizations to ensure alignment with enterprise objectives and business value realization.

Responsibilities

• Provide strategic portfolio management and governance across multiple technology initiatives
• Lead and deliver complex programs with strong operational excellence and continuous improvement
• Partner with business leaders, technology stakeholders, and executive leadership to:
  • establish priorities
  • manage investments
  • mitigate risks
  • ensure successful delivery of critical initiatives
• Oversee portfolio reporting, performance measurement, and decision-making processes (KPIs, escalation protocols)
• Foster a culture of accountability, transparency, collaboration, and delivery excellence
• Manage budgets and ensure value realization across high-impact, large-investment portfolios
• Drive workforce/resource/capacity planning and dependency management

Required Qualifications

• 10+ years in programming and portfolio management; experience leading large-scale, complex tech and business transformation in matrixed organizations
• 8+ years managing enterprise portfolios (including budgets > $20M annually), covering strategic planning, prioritization, governance, and execution
• 8+ years portfolio governance depth: project management methods, risk management, budget management, and value realization
• 6+ years establishing and improving portfolio/program governance frameworks (reporting, decision-making, KPIs, escalation, performance measurement)
• 6+ years workforce planning, resource management, capacity planning, and dependency management
• 5+ years direct people leadership experience managing project/program/portfolio management professionals
• 5+ years creating metrics/procedures/objectives to assess portfolio health and organizational performance
• 5+ years executive communication and stakeholder management skills to influence senior leaders and drive alignment
• 5+ years experience with portfolio/project management tools such as:
  • CA Clarity PPM
  • MS Project
  • SharePoint
  • Microsoft Office Suite
  • Rally
• 4+ years operating effectively in ambiguous environments and enabling cross-functional decision-making
• 4+ years implementing process improvement initiatives to increase efficiency and improve quality
• 2+ years ability to balance strategic oversight with hands-on program leadership when needed
• PMP or Certified ScrumMaster (CSM) or equivalent Agile certification

Preferred Qualifications

• Established relationships with healthcare business leaders and technology stakeholders
• Prior leadership experience in a PMO environment (Portfolio Manager, Program Manager, or PMO leader) overseeing complex initiatives
