Development Lead

Role Overview

Unissant is seeking a Development Lead to support clients in the Washington DC–Baltimore area. This role is responsible for providing technical design recommendations aligned to long-term IT strategy and acting as a technical expert across multiple disciplines. Note: The position is contingent upon contract award.

Responsibilities

• Drive continuous improvement in development processes.
• Lead design and development of enterprise applications and custom integrations, including major enhancements and interfaces.
• Develop complex, business-critical software solutions using appropriate engineering processes (individually or with a project team).
• Provide expertise in application integration and API functionality.
• Support the hardest/most complex technical issues during maintenance and support.
• Define development standards, procedures, and architectures to enable code reuse.
• Research and apply emerging technologies where relevant to the business.
• Oversee design, development, testing, and deployment activities.
• Support Agile sprint execution and backlog management.
• Collaborate with architecture and DevOps teams to ensure seamless integrations.
• Ensure integration correctness and data exchange reliability across systems.

Requirements

• 10+ years of software development experience, including 5+ years in a technical leadership role.
• Experience leading teams delivering enterprise-scale, high-availability applications.
• Strong skills in modern languages/frameworks, including:
  • Java
  • .NET
  • Spring Boot
  • RESTful services
• Proven experience building API-driven and microservices-based applications.
• Experience integrating with external systems and data sources (e.g., APIs, batch processing, data exchanges).
• Secure coding practices and experience with federal security standards / compliance.
• Experience in Agile environments (Scrum or SAFe).
• Experience managing code quality, peer reviews, and automated testing.
• Familiarity with CI/CD pipelines and collaboration with DevOps.
• Excellent communication skills for technical architecture decisions and risk discussions.
• Strong organizational skills and ability to mentor/coach while providing program oversight.

Nice to Have

• Experience supporting federal healthcare or CMS systems.
• Relevant technical certifications.

Education

• Bachelor’s degree in Engineering, Computer Science, Information Systems, Business, or related field required.
