About the role
Role Overview
Torch Clean Energy is seeking a Developer to manage multiple utility-scale renewable energy projects through late development and into initial operation. The role reports to the Senior Vice President of Development and supports solar, substation, transmission line, and/or energy storage initiatives.
Responsibilities
- Own end-to-end development of utility-scale solar projects from site origination through NTP (notice to proceed).
- Develop and manage project plans, timelines, and budgets from inception through project financing.
- Secure/manage site control agreements with landowners and ensure technical and commercial viability.
- Develop or manage consultants for:
- Land use entitlement applications
- Environmental permits
- Interconnection agreements
- Lead consultants on public outreach activities supporting permit approvals.
- Represent the company to permitting staff and local/state/federal officials; identify permitting requirements and provide application inputs.
- Maintain ongoing communication with permitting stakeholders throughout review.
- Collaborate with engineers to incorporate regulatory constraints (e.g., setbacks, migratory/wetlands/E&S species) into project layouts.
- Ensure design standards are reflected in environmental and land use permit applications.
- Manage schedules, identify long-lead/critical path items, and mitigate schedule risks.
- Foster and manage relationships with contractors, landowners, AHJs, and utilities.
- Oversee project work to ensure deliverables meet quality standards and contractual obligations.
- Monitor project health and take corrective action as needed.
- Manage uncertainty and originate solutions to prevent scope creep and reduce change orders.
- Provide clear status reporting to internal/external stakeholders.
- Ensure timely invoicing and support project cash flow.
- Support the handoff to construction and operations at the right stage.
Requirements
- Bachelor’s degree in a technical, business, or project management-related field.
- 4–10 years of direct experience in the utility-scale renewable energy industry (preferred).
- Practical knowledge of project management principles/methodologies.
- Strong understanding of QA/QC programs and processes.
- Experience with project management tools and Microsoft Office.
- Ability to negotiate/manage contracts.
- Strong leadership, organization, time management, and multitasking.
- Excellent communication and interpersonal skills; ability to mentor.
- Ability to travel ~25%.
Nice-to-Haves (Implied by duties)
- Experience working across solar, substation, transmission line, and/or storage development and permitting workflows.
- Familiarity with environmental, land use, and interconnection permitting processes typical to utility-scale projects.
