About the role
Role Overview
The Data Analyst (Curam) will support a Client Program Administration, an Executive Steering Committee, and client stakeholders under the Client Chief Data Officer. The role focuses on operational oversight, data quality, privacy/security governance, and defining policies and procedures for the lifecycle of client data.
Responsibilities
Operational Oversight (Data Lifecycle & Governance)
- Oversee the lifecycle of client data, including intake, storage, processing, and transmission to internal/external systems.
- Define and implement day-to-day operational and administrative policies/procedures for systems and data.
- Define and document data terminology in a data glossary; ensure critical data elements have clear definitions and remain in use.
- Develop and implement strategies to assess and improve rules that maintain data quality, integrity, and reliability.
- Coordinate cross-agency efforts to meet official records requirements, privacy, security, and related obligations.
- Ensure data issues, needs, and requirements are documented.
Data Quality
- Establish data-quality metrics and requirements (acceptable values, ranges, and parameters per data element).
- Work with client data research/analytics/management teams on procedures to detect and correct data-quality issues.
- Evaluate data quality continuously, identify anomalies/discrepancies, identify root causes, and implement corrective actions.
- Coordinate with program teams and stakeholder agencies to ensure quality and integrity of data elements (content + metadata).
- Facilitate creation of data standards based on business rules, access security requirements, and retention of legacy data.
Privacy, Security, and Risk Management
- Establish guidelines and protocols to enforce privacy controls across all processes.
- Compile and enforce retention, archival, and disposal requirements; ensure compliance with institutional policy and regulations.
- Implement data curation practices so data lifecycle matches requirements while balancing transparency and privacy.
- Review agency/interagency data-related work products.
- Coordinate cross-agency decisions to satisfy records, privacy, security, and related requirements.
Policies and Procedures
- Define policies and procedures for access to client data, including role/individual-based authorization criteria.
- Work with Client IT, Privacy, and PMO to evaluate suspected/actual breaches or vulnerabilities (confidentiality, integrity, availability) and report to management or information security personnel.
Requirements
- 11 years of experience managing data related to medical, nutrition, and financial subsidies.
Nice-to-haves
- Experience operating under a Chief Data Officer/data governance structure.
- Cross-agency coordination experience and strong familiarity with records, privacy, and security requirements.
