About the role

Role: Cloud Architect

Support the Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP) by modernizing and enhancing mission-critical applications for flood insurance, flood mapping, and floodplain management.

Responsibilities

  • Lead the design and development of FEMA enterprise cloud architectures across IaaS, PaaS, and SaaS, including FedRAMP High-authorized Commercial Cloud Brokers (CCBs).
  • Govern and continuously mature FEMA’s enterprise cloud architecture, ensuring solutions are scalable, secure, and highly available and align with FEMA’s enterprise IT strategy and target architectures.
  • Develop and enhance Cloud Architecture Repositories and technical insertion processes aligned to enterprise target architectures (referenced as SOO Section 4.2.1).
  • Promote cloud architecture frameworks/models to reduce IT complexity via reuse of existing solutions.
  • Design architectures incorporating:
    • VCS (Virtual Compute Services), SAS (Scaling Automation Services)
    • Docker and Kubernetes (containerization)
    • Serverless compute
    • Managed databases (relational, NoSQL, Data Warehouse)
  • Architect network and connectivity patterns, including PVCNs, VLB (Virtual Load Balancing), DCS (Direct Connection Services), and hybrid connectivity with DHS TIC 3.0 and FEMA’s hub-and-spoke model.
  • Provide guidance on:
    • Key management (KMS/HSMs)
    • IAM
    • Infrastructure as Code (IaC)
    • Content Delivery Services (CDS)
  • Ensure alignment with enterprise architecture processes and IT investment decisions, including gap analysis of disaster and cloud architectures.
  • Lead cloud architecture planning for JFOs, COOP, and disaster recovery operational scenarios.
  • Ensure compliance with security and regulatory requirements, including FISMA High, NIST 800-53, FedRAMP JAB Full-ATO (High Impact Level), and DHS 4300A.
  • Collaborate with FEMA’s Data Governance Council for data architecture activities.
  • Evaluate and recommend emerging cloud technologies and platforms, including AI/ML and development platform capabilities (e.g., Python, .NET, Java, Node.js).
  • Interface with engineering teams, program managers, and FEMA OCIO leadership.
  • Support security engineering tasks such as the FEMA Enterprise Security Stack (FESS), WAF configurations, and Palo Alto VM-Series Next Generation Firewalls, including SOC visibility requirements.
