About the role

Role Overview

The Capital Planning Analyst / SME supports CPIC investment analysis, business case development, and portfolio management for federal IT investment health reviews. You will work closely with the Lead to develop and validate investment artifacts, analyze spend/contract data, and communicate findings to stakeholders up to senior leadership.

Responsibilities

  • Develop and validate business cases, investment artifacts, and supporting data for federal IT investment health reviews.
  • Analyze spend plans and contract data to align investment projects with approved funding and projections.
  • Ensure EVM (Earned Value Management) approaches align with both traditional and agile development models.
  • Draft AAR Cover Memos and complete AAR shells within AgMAX 2.0.
  • Maintain AAR SharePoint libraries and associated documentation repositories.
  • Develop corrective action plans.
  • Communicate analysis and recommendations across technical SMEs and senior federal leadership.
  • Support portfolio data calls, business case reviews, and gate review preparation as directed.

Minimum Qualifications

  • 2+ years of CPIC experience supporting federal programs.
  • Demonstrated knowledge of Earned Value Management (EVM), including:
    • performance measurement
    • forecasting
    • variance analysis
  • Experience analyzing spend plans and investment-level contract data.
  • Ability to draft clear, concise documentation for federal audiences.
  • Excellent written and verbal communication skills.

Preferred Qualifications / Certifications

  • Experience with AgMAX 2.0 for AAR submission and management.
  • Familiarity with OMB A-11 and federal IT investment lifecycle governance.
