Agile Lead Scrum Manager

Role Overview

Concept Plus is seeking a Scrum Master (Lead) to provide servant leadership and Agile delivery oversight for client IT systems spanning development and operations. The role supports high-performing teams through effective Agile execution, continuous improvement, and strong stakeholder coordination.

Responsibilities

• Facilitate Agile ceremonies for one or more Scrum teams, including:
  • Sprint planning
  • Daily stand-ups
  • Sprint reviews
  • Retrospectives
  • Backlog refinement
• Lead Agile execution and continuous improvement by:
  • Removing impediments/blockers
  • Ensuring alignment to program priorities
  • Promoting transparency and accountability
• Manage Agile tooling and reporting, including:
  • Setting up and maintaining Jira boards
  • Using Jira/Confluence for documentation and transparency
  • Tracking progress via metrics such as burndown charts and velocity
  • Contributing updates to biweekly status reports (sprint outcomes, impediments, resolutions)
• Coordinate across teams and stakeholders:
  • Work with Project Managers, Technical Architects, and Product Owners
  • Serve as a primary point of contact between teams and stakeholders
  • Support customer demos, user engagement, and incorporation of operational feedback
• Support DevSecOps/CI/CD alignment:
  • Help integrate CI/CD practices into team workflows and release/deployment schedules
  • Identify risks early, address with the team, and escalate when needed
• Ensure compliance and audit readiness:
  • Align Agile delivery with client standards, contract requirements (PWS/CDRLs), and SDLC controls
  • Support audit readiness, documentation, and traceability (requirements → delivery)
• Coordinate across multiple Scrum teams, including development, Cloud Engineering, and DevSecOps Platform resources.

Requirements

• Knowledge of client IT processes and technology stack, including:
  • DevSecOps CI/CD
  • Cloud One
  • Oracle
  • Java
• Experience enabling Agile delivery for IT systems supporting both classified and unclassified environments (DISA and Cloud).

Nice-to-Haves

• Familiarity with program governance, reporting structures, and SDLC control requirements.
• Experience coordinating across multiple Scrum teams and working closely with PMO/program leadership.
