Agile Coach / Jira Subject Matter Expert

Role Overview

TechSur Solutions is seeking an Agile Coach and Atlassian/Jira Subject Matter Expert to support a large federal enterprise environment. The role combines Agile coaching/training with efforts to standardize and scale Jira across a large division.

Responsibilities

• Provide Agile coaching and training in an enterprise federal environment.
• Work with teams to standardize and scale Atlassian Jira across dozens of teams and programs.
• Configure and administer Jira at scale, including:
  • Workflows, schemes, boards, permissions
  • Automation rules, dashboards, and reporting
• Design and implement enterprise-wide Jira governance models (taxonomy, workflow standardization, issue hierarchies, sprint structures, reporting, and portfolio visibility).
• Integrate Jira with enterprise tooling and platforms, including:
  • Confluence
  • CI/CD pipelines, DevOps tooling
  • portfolio management and reporting/BI platforms
• Establish and implement Agile metrics/KPIs within Jira (e.g., velocity, throughput, burn-down/up, cycle time, predictability, dependency management, executive portfolio reporting).
• Facilitate Agile events and large-scale planning activities such as:
  • ceremonies, retrospectives
  • value stream workshops
  • dependency resolution and cross-functional stakeholder alignment sessions
• Lead change management and adoption strategies to drive sustained Agile maturity.
• Lead Jira migration/consolidation/optimization efforts, including workflow harmonization, data governance, user training, and enterprise rollout for hundreds to thousands of users.

Requirements

• 10+ years leading/coaching/mentoring Agile teams in enterprise-scale environments.
• Experience with Scrum, Kanban, SAFe, Lean, and hybrid delivery approaches.
• Proven Agile transformation success across multiple business units (operating models, delivery governance, team cadences, continuous improvement).
• Deep expertise configuring and administering Atlassian Jira at enterprise scale.
• Proven ability to scale Agile by coaching executives, Product Owners, Scrum Masters, Release Train Engineers, and delivery teams.
• Strong background integrating Jira with enterprise tools (Confluence, CI/CD, DevOps tooling, portfolio management, reporting/BI).
• Experience establishing Agile metrics/KPI frameworks in Jira.
• Strong facilitation skills for complex enterprise Agile events and stakeholder alignment.

Nice-to-haves

• Demonstrated ability to drive large-scale Jira migrations and optimization initiatives across legacy processes.
• Experience with value stream workshop facilitation and advanced portfolio/enterprise reporting models.
